Is the Beseler 23CII XL a 35 mm enlarger?

I’m new to photography and soon want to build my own darkroom. I would like an easy-to-use 35 mm enlarger that’s less expensive than brand new enlargers. The reason why I’m asking about this particular enlarger is because I found one online for $270, a price I found to be reasonable, and would like to know some more information about it. I searched on ebay also but didn’t find much for enlargers, just other equipment. Is this enlarger 35 mm? Easy to use? Also, are the chemicals used for developing film the same as the chemicals used for developing photos? Are there any sites you would recommend that sell chemicals and darkroom equipment, etc. at a reasonable price? Does anyone know how to build a portable darkroom? Thanks for your help. Any other information you would like to provide would be greatly appreciated also.

That is way too much for a used enlarger. Look around a little, someone will be willing to give you one.

The 23 will enlarge 35mm with the right carrier, no problem.

A portable darkroom is easily built inside of an RV or Travel Trailer.

I bought one about four months ago for $75, complete with lenses and carriers.
