I think you should add some photos to your webpage!!! People want to see that first thing and your webpage is primarily your First Impression. Potential customers shop with their eyes and will check you out on the Web before they actually meet you if they can. People can look at it from the comfort of their own home with no pressure, to get a genuine feel for your work. That way if they go that route they are pretty much decided on whether they are going to employ you when they come in person. Pictures of your work past and present is The Seller.
(Unless your a really good talker)
As for the start low and aim high, no go. If she is experienced just changing base of operations she has to set a price for her expertise. Do take into acct the local economy though.
The link above didnt work, the one i pasted is how I got to it after i searched a bit.

My wedding photog is charging around $900 for the ceremony and 2 horus at the reception. It’s pricey–at least from my graduate student perspective, but it’s something I think is very important.
Maybe your friend could offer a “deal” to her first few clients (advertise on Craigslist) so she can become well known. Throw in a couple free hours or whatever for the first 5 weddings or so. I think lowering and raising prices might tick people off. If I heard from a friend that photog charged her $500 and then I went there and the photog wanted to charge me $900, I’d be miffed. But, if she explains to her first few clients that she’s trying to build a reputation and offers a “free” add-on, then I think she’d be safe. Good luck!
